Abstract:
The Bureau of Land Management’s (BLM) royalty-free use standards apply to Federal and Indian (except Osage Tribe) oil and gas leases. The information collection requirements contained in standards are designed to address circumstances under which oil or gas produced from onshore wells may be used royalty-free in operations. This proposed regulation aims to reduce the waste of natural gas from oil and gas leases administered by the BLM. This gas is lost during oil and gas production activities through venting, flaring, and leaks. Although some losses of gas through venting and flaring may be unavoidable, such losses can be minimized when operators take all reasonable steps to prevent waste. The purpose of this proposed rule is to ensure that operators of federal and Indian oil and gas leases take those reasonable steps to avoid the waste of natural gas.
