TOC: OMB approves the collection and the request to no longer display the expiration date for a period of 2 years. In the interim and prior to renewing the collection, CBP shall work on revisions to the form and instructions that make the purpose and use clear. Contingent on these changes, OMB will revisit the request to remove the expiration date at the next renewal. Background: CBP Forms 4457 and 4455 are used by travelers who want to register foreign made personal effects (e.g. watches, firearms, cameras) with CBP prior to exiting the U.S. in order to avoid an assessed duty on these items when they return to the U.S. from abroad. CBP uses the form for the sole purpose of determining whether a personal article is dutiable upon return arrival at a U.S. port of entry. Completed forms are not a permit or export document, nor are they intended for any use by foreign governments. Over the years, it has been brought to CBP’s attention that foreign governments are incorrectly interpreting the form as a type of export permit, allowing U.S. citizens to travel with their firearms internationally. Similarly, the OMB expiration date for the control number has been misinterpreted by foreign governments as an expiration for the “permit.” CBP requests and OMB approves removing the expiration date from displaying on the form with the terms of clearance listed above.
