Terms of Clearance:
The agency made revisions to the Supporting Statement to update the electronic submission and signature capabilities and updated its responses in Question 8. This ICR is approved for two years. The agency is advised that its current use of www.manufacturedhousinginstallation.com may be inconsistent with OMB M-23-10 and that it should ensure it is also operating consistently with M-22-09 as well. No later than one year following approval of this ICR, the agency will submit a memo to its relevant OIRA and OMB/OFCIO Desk Officers outlining its compliance with M-22-09 and its intentions regarding compliance with M-23-10 (or any successor memoranda, as relevant). Prior to resubmission of this ICR, the agency will ensure that the website www.manufacturedhousinginstallation.com is converted to a .gov domain and that any contractors corresponding with the public via the domain use .gov email addresses in a manner which is consistent with M-23-10. The agency will upload a supplemental document affirmatively documenting its compliance with M-22-09 and M-23-10 (or any successor memoranda). If the agency determines that its ongoing use of a .com domain name is appropriate and consistent with M-23-10, it will submit a letter to its relevant OIRA and OMB/OFCIO Desk Officers signed by the agency's OCIO or a senior official designated by the OCIO explaining why the ongoing use of a non-.gov domain is appropriate and consistent with M-23-10.

Abstract:
The Manufactured Housing Installation Program establishes regulations for the administration of an installation program and establishes a new manufactured housing installation program for States that choose not to implement their own programs. HUD uses the information collected for the enforcement of the Model Installation Standards in each State that does not have an installation program established by State law to ensure that the minimum criteria of an installation program are met.

Short Statement:
Since the last collection, two states, Michigan and Pennsylvania no longer administers their own installation program. As a result, HUD is required to administer the installation program in these two states. The number of manufacturing plants increased to 138 but the number of corporations decreased to 32 due to corporate consolidation within the industry. The number of retailers in HUD states rose from 327 to 586. The number of installers has rose from 488 to 971 with an active installer number of 725. The increased retailers under the HUD program in these states has resulted in the increased collection of HUD Form 305 and 306. In the same instance the increased number of installers in these states has resulted in the increase collection of HUD Form 307 and 309s. HUD Form 307 has been modified to add two additional contact information. The request for business phone number and email address was to add. additional contact information for the installer. The additional information would allow the program office to notify installers of license application status (approval, disapproval or more information is needed) more quickly. During consumer complaint investigations and enforcement actions, the additional information will allow HUD and installer to provide information more quickly to all stakeholders and resolve complaint and disputed issue more effectively with the ability to transmit drawings and documentation in a timely manner. Also, please note that Form HUD-302 is being removed from this OMB collection. Form HUD-302 is not and should not have been a part of this collection. Form HUD-302 is a part of and is included in OMB Collection 2502-0233.
