OIRA approves the emergency package revising a currently approved collection (0920-1318) submitted in this email chain, which removes the test-to-enter requirement, but leaves in place the COVID-19 vaccination attestation requirement. The collection is approved with change, which occurred during review. The agency made several clarifications throughout the documentation regarding eligibility and form use. While OIRA is approving all forms submitted in the package (with the noted changes), OIRA notes that CDC is continuing to use a legacy system for its compliance checks, which may have been better suited to the previous policy requiring both a COVID-19 test (or proof of recovery from a recent COVID-19 infection) AND an FDA-approved COVID-19 vaccine. OIRA requests that CDC consider how it can better operationalize a vaccine compliance check and submit a revision to the legacy process in the coming weeks. This revision will reflect lessons learned as the agency begins to work with the vaccine-only travel requirement.
