Short Statement: This is an ADJUSTMENT due to a decrease in burden due to a small downtick in recall campaigns over the past three years (2018-2020), with an increase in the cost of postage and an increase in labor costs. The Coast Guard’s factory inspection program has assisted in keeping boat defects/recalls down through working with manufacturers at the factory to correct possible defects at the source.
