Abstract:
The Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act, establishes a new All Stations Accessibility Program (ASAP) to provide federal competitive grants to assist eligible entities in financing capital projects to upgrade the accessibility of legacy rail fixed guideway public transportation systems for people with disabilities, including those who use wheelchairs, by increasing the number of existing stations or facilities for passenger use that meet or exceed the new construction standards of Title II of the Americans with Disabilities Act of 1990 (42 U.S.C. 12131 et seq.). This is to request approval for a new information collection.
Emergency Justfication:
The Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act, establishes a new All Stations Accessibility Program (ASAP). The program provides federal competitive grants to assist eligible entities in financing capital projects to upgrade the accessibility of legacy rail fixed guideway public transportation systems for people with disabilities, including those who use wheelchairs, by increasing the number of existing stations or facilities for passenger use that meet or exceed the new construction standards of Title II of the Americans with Disabilities Act. FTA will publish a Notice of Funding Opportunity in early to mid July to coincide with the Administrations goals. As such, FTA will be soliciting information in the form of grant applications. As a result, FTA is seeking an emergency approval for a new information collection. The Emergency Information Collect Request (ICR) Federal Register Notice has been published and included in ROCIS under the supplementary documents section. During the six month emergency approval period, FTA will be go through the regular process to submit a request for the IC into FTA's permanent PRA inventory.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
