Abstract:
Carriers that receive numbering resources from the North American Numbering Plan (NANP) Administrator or that receive numbering resources from the Pooling Administrator in thousand-blocks must report forecast and utilization data semi-annually. These carriers are also required to maintain detailed internal records of their number usage. Carriers must file applications for initial and growth numbering resources. The information will be used by the FCC, state regulatory commissions, and the NANP Administrator to monitor numbering resource utilization and to project the date of area code and NANP exhaust.

Since the last submission to OMB, the annual public burden for the information collections contained in this submission is 290,637 annual burden hours, an increase of 158,253 burden hours. This increase is primarily based on an evaluation of industry trends, particularly since interconnected VoIP providers have become eligible to directly obtain telephone numbering resources (which has occurred mostly between the last renewal submission and the current one), thus increasing both the number of respondents required to submit information (to 8,415, an increase of 5,622 respondents) and the number of responses we anticipate receiving annually (to 74,172, an increase of 64,007 responses). In addition, we have re-evaluated the number of burden hours necessary for preparing a demonstration to a state commission. These increases in respondents, responses, and burden hours, combined with an increase in the salary rate, has resulted in an adjustment to the annual costs of $4,747,499 (rounded up) an increase of $340,047. There are no program changes.
