Terms of Clearance: In accordance with 44 USC 3507(j)(2) as amended and 5 CFR 1320.13, this information collection is approved as an emergency clearance. To continue use of the collection past the approved emergency clearance time period, the Agency must resubmit an ICR to OMB under the normal PRA clearance process, having consulted with up to nine outside entities on the collection and included an assessment of federal government costs.

Abstract: The Community Wildfire Defense Grant Program forms will be used by applicants to apply for the Community Wildfire Defense Grant (CWDG) Program. The purpose of the CWDG Program is to assist at-risk local communities and Indian Tribes with planning and mitigating against the risk created by wildfire. This program is authorized in the Infrastructure Investment and Jobs Act (P.L. 117-58), commonly referred to as the Bipartisan Infrastructure Law (BIL). Specifically, the CWDG Program is provided for in Title VIII, Section 40803. There are two primary project types for which the grant provides funding: the development and revision of Community Wildfire Protection Plans (CWPP) and the implementation of projects described in a CWPP that is less than ten years old. The Act prioritizes at-risk communities that are in an area identified as having high or very high wildfire hazard potential, are low-income, and/or have been impacted by a severe disaster.

Emergency Justfication: USDA Forest Service, in cooperation with the States, is delivering the Community Wildfire Defense Grant (CWDG) Program as part of the Bipartisan Infrastructure Law. Title VIII of IIJA outlines the CWDG Program. The Agency is tasked with designing and implementing this Program that will award grants to at-risk communities, including Indian Tribes. According to 2 CFR Part 200 and Forest Service Handbook 1590.11, Chapter 20, there is certain narrative and budget information required for the Agency to determine if the project meets the legislative requirements and if the costs are reasonable, allocable, allowable, and necessary for the project. Emergency approval for a new ICR is required so that the Notice of Funding Opportunity Project Narrative Form can used by grant applicants to provide information that will determine which grants are awarded for the first round of funding.
