Abstract:
The Grants Reporting Tool (GRT) is a web-based reporting system designed to help recipients meet all reporting requirements as identified in the grant guidance of FEMA’s portfolio of preparedness grants sponsored by the agency’s Grant Programs Directorate (GPD). The information enables FEMA to evaluate applications and make award decisions, monitor ongoing performance, and manage the flow of Federal funds, and to appropriately close out grants. GRT supports the information collection needs of each grant program processed in the system.

Short Statement:
2014 was the last year the Initial Strategy Implementation Plan (ISIP) was required by grant recipients who report in the GRT. Prior calculations also did not account for tribal recipients utilizing the system for reporting. The adjustment increase was due to adding tribal recipients to the respondents estimates for burden hours. 2014 was the last year the ISIP was required by grant recipients who report in the GRT/BSIR. The rate of the program change in cost burden is calculated using the previously reported hours for the current rate for State Government (all occupations) wage category. Prior calculations also did not account for tribal recipients utilizing the system for reporting. Adjustment increases were due to adding tribal recipients to the respondents estimates, increases in wage rate estimates by the Bureau of Labor Statistics, the May 2021 Occupational Employment and Wage Estimates, and updating the wage rate multiplier for State and local governments. Overall, the burden cost net increase of this information collection is $30,553 ($49,920 – $19,367).
