Prior to the expiration of the ICR OPRE Descriptive Study - Sexual Risk Avoidance Education Program Performance Analysis Study (SRAE PAS) (0970-053), the agency is required to replace its binary sex question across instruments for a more inclusive gender base questions that includes a third gender option in addition to male and female. The agency should collaborate with OMB for the specific recommended the survey question.

Abstract:
The goal of the Sexual Risk Avoidance Education Program (SRAE) Performance Analysis Study (PAS) is to collect performance measures data from SRAE grantees and their program participants ages 10–20 on: the characteristics of youth involved in programming; youth sexual behavior, sexual behavior intentions, and behaviors relevant to the success sequence; the range of services youth receive; program structure, cost, and support for implementation; program attendance, reach, and dosage; how programs addressed the A–F topics; and youth outcomes at program exit. OMB originally approved the information collection in October 2019, and grantees have been collecting SRAE PAS data since January 2020. In the most recently completed reporting year (2020–2021), performance measures data were submitted for 177 grants and 510 program providers, including entry survey data for 108,895 youth participants and exit survey data for 83,785 participants. The performance measures have and will continue to allow both the ACF program office and grantees to monitor and report on progress in implementing SRAE programs, and informs technical assistance. No changes are proposed to the currently approved materials, only burden estimates have been updated to reflect the current number of estimated youth participants.

This is a request to continue an existing information collection, and the burden estimates have changed due to changing assumptions. Since the original OMB submission in 2019, OMB has approved several nonsubstantive change requests. Since the most recent approval, we have revised our assumptions about (1) the numbers of youth participants (based on information submitted during earlier rounds of performance measures), and (2) the hourly wage rate (which reflects the most recent numbers available from the Bureau of Labor Statistics). The combination of these updated assumptions changed the total expected annual burden hours from 121,244 in the most recent request to 149,113 currently and changed the total annual cost from $707,017 to $748,821.
