Short Statement: There was an increase in burden hours and an increase in responses. This decrease is due to an overall decrease in the number of applicants. The annualized cost to the federal government reflects updated salary cost and a shifting of responsibility for program delivery to the Rural Development state office as well a different mix of individuals participating in the panel review process.
