Abstract:
On November 15, 2021, we received approval to conduct a comparative multi-case study for Understanding Children’s Transitions from Head Start to Kindergarten (OMB #0970-0581). The purpose of this project is to better understand how to improve children’s transitions from Head Start programs to elementary schools. The OMB-approved information collection includes: (1) semi-structured interviews with practitioners; (2) focus groups and a short background survey with primary caregivers of Head Start children; and (3) a follow-up kindergarten family interview with parents of children who have recently transitioned from Head Start to kindergarten. The research team recruited five cases—comprising Head Start programs and Local Education Agencies—to participate in the case studies. They completed data collection with Head Start, Local Education Agency, and elementary school staff and conducted focus groups with Head Start parents. As part of the focus group, parents also replied to a brief questionnaire and indicated whether they would be willing to take part in an interview once their child had transitioned from Head Start to kindergarten. This fall, the research team will reach out to invite parents who had either (1) indicated they were willing to be contacted or (2) did not fully complete the survey (thus did not respond to the question about being contacted), to participate in an interview. We will not reach out to parents who indicated they did not want to be contacted for an interview. We have developed recruitment procedures and scripts to reach out to parents who indicated that they would be interested in taking part in an interview. Our currently approved materials do not include outreach and recruitment materials for parents related to the interview this fall. We have updated Appendix E to add these materials. Additionally, we noted that the consent statement was missing from the approved Instrument 3f-Kindergarten Family Interview Protocol. We have updated Instrument 3f.
