Abstract:
Under the Afghanistan Supplemental Appropriations Act, 2022, and Additional Afghanistan Supplemental Appropriations Act, 2022, Congress authorized the Office of Refugee Resettlement (ORR) to provide resettlement assistance and other benefits available to refugees to specific Afghan populations, in response to their emergency evacuation and resettlement. Section 412(a)(3) of the Immigration and Nationality Act (INA) (8 U.S.C. § 1522(a)(3)) requires that the Director of the ORR make a periodic assessment of the needs of refugees for assistance and services and the resources available to meet those needs. To meet INA requirements and ensure the relative needs of the populations ORR serves are assessed, ORR proposes the Operation Allies Welcome (OAW) Survey of Resettled Afghans to collect relevant information from Afghan families who were resettled under OAW and are receiving ORR services and assistance. ORR initially piloted this survey under the umbrella generic for Formative Data Collections for ACF Program Support (OMB #0970-0531) and is now expanding the collection to reach additional respondents through this full information collection request. In addition to reaching more respondents, ORR has made revisions to the piloted survey to ensure topical areas reflect evolving client needs during different resettlement phases and adjust the way survey invites are sent. The purpose of the data collection is to inform refinement and improvements to ORR’s programs and services (in the areas such as employment, legal service, and mental health). The data collected will help ORR identify targeted T/TA needs varying by geolocation and among service providers. Information collected will also inform ORR about service gaps allow these to be addressed through program improvements and development where ORR currently does not have designated program, service component, or service referral networks.
