Abstract:
The United States Victims of State Sponsored Terrorism Fund (Fund) provides compensation to certain individuals who were injured as a result of an international act of terrorism by a state sponsor of terrorism. The Justice for United Victims of State Sponsored Terrorism Act sets forth criteria for eligibility under the Fund, such as a final judgment issued against a state sponsor of terrorism. The Fund Application Form requests information to determine eligibility and amount of compensation.

Short Statement:
The U.S. Victims of State Sponsored Terrorism (USVSST) Fund’s changes to the Application Form reduced the estimated time to complete. As part of the OMB number revision and renewal, the USVSST Fund greatly reduced the Application Form’s page length (from 25 pages to 17 pages) and decreased or removed certain information requests throughout the application and supplemental forms. These reductions mirror the USVSST Fund’s focus on streamlining and simplifying the claims process. To further reduce data collection, the USVSST Fund removed from the Application Form certain requests for information, e.g., the “Additional Information for Claim Filed for Deceased Victim” section no longer requests the names, addresses, telephone numbers, email addresses, and service method and delivery date of notices to multiple groups of potential beneficiaries, which accounted for a six-page reduction, at minimum, to the current Application Form. Also, a half-page section of the Application Form regarding informers was completely removed and the USVSST Fund created a new, separate form with a more detailed explanation of the eligibility requirements to limit the completion of the form by applicants who are not eligible. Overall, as mentioned above, the revised Application Form is more streamlined, some questions are shortened or removed, and the instructions are clearer. These revisions to the USVSST Fund’s Application Form account for the burden reduction. ***
