Abstract:
This information is needed to enable the Coast Guard to fulfill its responsibilities for maritime safety under Title 46, U.S. Code. This collection is solely for this purpose. The affected public includes some owners or operators of large merchant vessels and all foreign-flag tankers calling at U.S. ports. The statutory authority is 46 U.S.C. 3301, 3305, 3306, 3702, 3703, 3711, 3714, 4302, and 4502. This authority is delegated by the Secretary to the Coast Guard via the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92)(b).

Short Statement:
The change in burden is an ADJUSTMENT. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged with one exception. In this ICR, the Coast Guard revised the methodology for calculating the Shipping Papers burden to harmonize it with the methodology for calculating the Shipping Papers burden in COI 1625-0104. The changes are as follows— • Hour burden/response changed from 30 min./response to 15 min./response. • Responses/year changed from 12 responses/year to 20 responses/year. The result is an overall increase in annual responses and a decrease in annual hour burden. The change in methodology follows a Program Office review of the Shipping Papers requirements in 46 CFR 35.01-10 (for this collection) and the Shipping Papers requirements in 46 CFR 151.45-7 (in COI 1625-0104) and the methodology for calculating burden. Because— • the 2 requirements are nearly identical, and • the 1625-0104 methodology better represents the burden/response and number of voyages/year (i.e., responses) for these vessels, the Coast Guard decided to harmonize the 2 reporting burdens using the 1625-0104 methodology.
