Abstract:
This information collection request (ICR) is for fifteen mandatory and voluntary disclosure requirements for manufacturers of motor vehicles and items of motor vehicle equipment. NHTSA has authority to require manufacturers to provide information to first purchasers of motor vehicles or items of motor vehicle equipment related to performance and safety in printed materials that are attached to or accompany the motor vehicle or item of motor vehicle equipment. NHTSA has exercised this authority to require manufacturers to provide certain specified safety information to be readily available to consumers and purchasers of motor vehicles and items of motor vehicle equipment. Some of these requirements are contained in Federal Motor Vehicle Safety Standards (FMVSS) that set performance requirements for motor vehicles and items of motor vehicle equipment. The other requirements are contained in separate regulations. This ICR is a request for reinstatement with modification of a previously approved collection of information pertaining to the requirement to provide certain information to consumers in vehicles’ owner’s manuals that are required to be provided with new motor vehicles. Manufacturers must comply with these requirements whenever they manufacture a vehicle or equipment item that is subject to the requirements. The purpose of the required disclosures is to provide important safety information to vehicle owners. Since NHTSA last requested approval for this collection, the estimated burden hours have increased by 4,904 hours (3,724 hours to 8,628 hours) and printing costs have decreased by $1,171,288 ($8,198,948 to $7,027,660). The change in burden reflects both changes as a result of rulemaking and also a change in an increase in the estimated number of vehicles that will be produced each year. NHTSA is requesting a modification of this collection to include owner’s manual requirements that were established as part of the Adaptive Driving Beam final rule. The modifications in this ICR include the owner’s manual requirements in 49 CFR Part 571.108. Printing costs have overall decreased due to no current production of vehicles required to include the information specified in section 571.110 and a reduction in the number of vehicles required to include information specified in section 571.213. However, part of the decrease in printing costs have been offset by accounting for the estimated number of vehicles that will be equipped with Semiautomatic Beam Switching devices (SABs) and Advanced Driving Beams (ADB), and will therefore need to comply with the requirements to provide operating instructions. Additionally, labor costs, previously included in the printing costs, are now associated with burden hours. NHTSA is also requesting a modification of this collection to include four existing owner’s manual requirements that were not previously included. The modifications in this ICR include the owner’s manual requirements in 49 CFR Part 563 and sections 571.225, 571.303, section 575.104, and section 575.105.

Short Statement:
This ICR is a reinstatement with modification and therefore represents a change to 8,628 hours and overall costs of $7,971.461. The previous request had all the hours and cost rolled up into one information collection, whereas this revised version separates all the information collections. Since NHTSA last requested approval for this collection, the estimated burden hours have increased by 4,904 hours (3,724 hours to 8,628 hours) and printing costs have decreased by $227,487 ($8,198,948 to $7,971,461). The change in burden from the last ICR is a result of including owner’s manual provisions from section 563.11 for event data recorders (EDRs), section 571.108 for semiautomatic beams switching headlamps and section 571.225 child seat anchorages, for which NHTSA has not previously sought approval. The total number of vehicles in the fleet also increased from 16,500,000 to 17,600,000 to reflect the current level of vehicle sales. Consequently, this increased the overall number of owner’s manuals to be produced. Burden hours increased overall by 4,904 hours due to the inclusion of burden hours associated with Part 563, sections 571.225, 571.303, and 571.104, an increase in the estimated number of vehicle model lines, and inclusion of smaller burden costs associated with sections 571.108, 571.138, 571.205, 571.213, 575.104, and 575.105. The overall increase in the number of burden hours is lower since no manufacturers currently produce vehicles for which the owner’s manual requirements of section 571.110 apply. Printing costs have overall decreased due to no current production of vehicles required to include the information specified in sections 571.108 and 571.110 and a reduction in the number of vehicles required to include information specified in section 571.213. However, some of this decrease in costs was offset by the inclusion of 49 CFR Part 563 and sections 571.108, 571.225, 571.303, 575.104, and 575.105.
