Short Statement: This is a new program and in order to implement the program quickly, emergency approval for the information collection was granted. Since that time, the first application window has closed and the Agency received more applications than was anticipated. The burden numbers were updated based on the actual number of applications that were received and what the Agency anticipates for the second window.
