Abstract:
The goal of this information collection is to ensure that, consistent with the terms of the Amended Order Under the Presidential Proclamation titled Advancing Safe Resumption of Global Travel During the COVID-19 Pandemic and CDC’s Order Implementing Proclamation on Advancing Safe Resumption of Global Travel During the COVID-19 Pandemic, public health authorities can confirm that non-U.S Citizen, non-U.S. Immigrant passengers are fully vaccinated against COVID-19 before boarding a plane to the United States. The intended use of the information is to confirm that noncitizen, nonimmigrant passengers are fully vaccinated against COVID-19. This confirmation will help to prevent further introduction, transmission, and spread of the virus into the United States. This Non-Substantive Change Request is submitted to: 1) To align with current CDC guidance that no longer includes a recommendation to self-quarantine after travel; 2) requesting approval to not display the expiration date of the OMB control number on the attestation; 3) Add “series” to the reference to TSA Security Directive 1544-21-03 and Executive Amendment 1546-21-02. There is no change to requested burden.
Emergency Justfication:
On June 10, 2022, CDC announced that the Order requiring persons to show a negative COVID-19 test result or documentation of recovery from COVID-19 before boarding a flight to the United States, will be rescinded, effective on June 12, 2022. Beginning at 12:01AM ET on June 12, 2022, air passengers will not need to get tested and show a negative COVID-19 test result, or show documentation of recovery from COVID-19, prior to boarding a flight to the U.S. CDC cannot reasonably comply with the normal clearance given the evolution of the COVID-19 pandemic. After taking into account changing circumstances, including the widespread uptake of highly effective COVID-19 vaccines and accompanying vaccine- and infection-induced immunity, as well as the availability of effective therapeutics, CDC is now focused on preventing medically significant disease, hospitalizations, and deaths. Accordingly, CDC has determined that it is not currently necessary to leave the Order in place to prevent introduction of currently circulating SARS-CoV-2 into the United States.
