Abstract:
There is limited information on current and promising practices across the data lifecycle related to data planning, collection, access, analysis, use of statistical tools and algorithms, reporting, and dissemination in the child welfare space. The Child Welfare Study to Enhance Equity with Data (CW-SEED), will be a first step towards understanding one mechanism, data practices, by which child welfare agencies and their partners might reduce disparities among populations served. The purpose of this information collection is to qualitatively examine practices across the data life cycle related to data planning, collection, access, and analysis; use of statistical tools and algorithms; and data reporting and dissemination (hereafter referred to as data practices) to understand how data practices may be implemented by child welfare agencies to advance equity and address inequities. Findings from this information collection are intended to identify promising practices and lessons learned. The contract team will develop products presenting findings from across the case studies to Administration of Children and Families (ACF) which may inform future research and evaluation planning and ACF-funded training and technical assistance efforts. The project team may share findings in public facing products such as, briefs, reports, and presentations that are targeted to child welfare agency leaders, partner agencies, and researchers. These may include case study briefs that share findings from each site, as well as a report that shares findings synthesized across the sites. The project team may also develop products that describe considerations for child welfare agency leaders or their partners when implementing a data practice. This is a primary data collection request to conduct case studies of child welfare agencies in up to six sites implementing data practices to advance equity in service delivery and child and family outcomes. The Child Welfare Study to Enhance Equity with Data will collect information through semi-structured interviews and focus groups with leaders, supervisors, staff and additional partners from child welfare agencies, partner agencies, and community organizations (such as, advisory group members). This information collection aims to present an internally valid description of selected sites, not to promote statistical generalization to different sites. We do not intend for the data we collect in the study to be generalized to a broader population, and we do not intend for this information to be used as the principal basis for public policy decisions. The information collected is meant to contribute to the body of knowledge on ACF programs. It is not intended to be used as the principal basis for a decision by a federal decision-maker, and is not expected to meet the threshold of influential or highly influential scientific information.
