Abstract:
Title V Section 511(e)(8)(A) of the Social Security Act, requires grantees under the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program for states and jurisdictions submit an annual report to the Secretary of Health and Human Services (HHS) regarding the program and activities carried out under the program, including such data and information as the Secretary shall require. Section 511 further states that the requirements for the MIECHV grants to tribes, tribal organizations, and urban Indian organizations are to be consistent, to the greatest extent practicable, with the requirements for grantees under the MIECHV program for states and jurisdictions. The purpose of the annual and final report guidance documents is to provide instructions for grantees to submit an annual and a final report on the progress of their program to the Secretary. These reports have provided valuable information to HHS and have been used for a number of different purposes including guiding the provision of training and technical assistance to Tribal Home Visiting program grantees, a report to Congress on the status of the program, dissemination activities that highlight the successes and lessons learned of the program, as well as information that assists ACF in developing future policy, program, and collaboration efforts with tribal communities. This request updates this information collection to include guidance to grantees related to the required final report to the Secretary. While the Annual Report to the Secretary allows grantees the opportunity to provide updates on the progress of their program throughout the life of their grant, the Final Report to the Secretary allows grantees to reflect on and summarize their overall experience as a grantee implementing home visiting programs over the lifetime of their grants. This includes their experiences meeting goals and objectives, implementing home visiting services, reporting on performance measures, with the supports provided by ACF and engaging in rigorous evaluation. Previously, the guidance included information about both the annual and the final reports from grantees. In 2021, the ACF Office of Early Childhood Development (ECD) separated out the annual report guidance and received OMB approval for that in September 2021. ECD is now requesting review of guidance specific to the final report.

There are no changes to the content of the currently approved guidance for the Annual Report to the Secretary and therefore no changes to the estimated time per response. This request is to add the Tribal MIECHV Guidance for Submitting the Final Report to the Secretary back under this OMB number, with minor changes since the previously approved version. These changes include more open ended questions on dissemination activities and technical assistance supports. Additionally, the estimated number of respondents has been updated to reflect the current number of grantees, increasing the number of respondents from 23 to 30 grantees.
