There are no program changes for this submission. The burden estimates decreased due to changes in employment rates, postage rates, and changes in the Department’s assumptions regarding the usage of electronic distribution. As a result, the number of responses has increased by 17,899 responses. Furthermore, the hour burden has increased by 1,480 hours and the cost burden has decreased by $117,954.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
