Terms of Clearance:
The collection request has been approved with the following conditions. First, the agency shall submit a nonsubstantive change request by the July 14th 2023 that provides a fully updated version of the collection. Second, the agency shall submit a nonsubstantive change request by August 14th memorializing any nonsubstantive changes that were made in response to any user testing conducted. The August 14th change request should update the collection to reflect the final version released at launch. Third, the agency shall continue meeting with OMB weekly to discuss the collection development and user testing strategy. Fourth, the agency shall meet with OMB before August 1st to develop a PRA compliance plan to incorporate potential future substantive changes that occur through post-launch user testing. To facilitate the launch of the newly approved collection, the agency may continue to utilize the previously approved version of this collection until June 2024. If the agency wishes to use the previously approved collection longer, they may until the previous expiration of that approval in September 2025 upon consultation with OIRA.

Abstract:
The forms in this collection are used to obtain pertinent information to provide financial assistance, and if necessary, direct assistance to eligible individuals and households who, as a direct result of a disaster or emergency, have uninsured or under-insured, necessary or serious expenses they are unable to meet. This revision of a currently approved information collection will improve the applicant’s experience with the disaster assistance registration process by providing a simpler, more intuitive interface and limiting required responses to those needed based on their needs. These changes will rebuild trust in the Federal Government by promoting transparency of FEMA’s Disaster Assistance application process.

There is an overall decrease of 166,001 (-115,991 + -50,010) in burden hours due to the addition of the Streamline RI flows (Home, Personal Property, Vehicle, Emergency Needs, Essential Utilities, Funeral, Childcare, Lodging, Medical/Dental, Misc.) and removal of FEMA Forms FF-104-FY-21-123 (formerly 009-0-1T, English) and FF-104-FY-21-123-A (formerly 009-0-1T, Spanish), Tele-Registration Application for Disaster Assistance; FEMA Form FF-104-FY-21-123-COVID-FA (English), Tele-Registration, COVID-19 Funeral Assistance; and from the removal of COVID-19 Funeral from FEMA Template FT-104-FY-22-101 Request for Information (RFI) –Funeral Assistance (English).
