Short Statement: Changes were made to the wage rates of airline and federal employees. There is a significant change in the number of air carriers who require a new program. In the last version of this collection, the requirement to submit a flight attendant FRMP was new so all existing carriers needed to develop an initial program. Since all existing carriers have complied, only new entrants need to submit an initial plan. Therefore the burden for new plans is significantly lower than in the previous collection.
