Short Statement:
The Registration Grace Period Order adds to the actions IP CTS providers must take in registering new IP CTS users by requiring them to place on inactive status a new user’s telephone number if the user’s information is not verified in the Database within the two-week grace period and to retransmit the user’s telephone number to the Database if the user’s information is subsequently verified within 30 days or after any appeal, whichever is later. As a result, the Commission has the following program changes to this collection due to adoption of the Registration Grace Period Order (+528 responses and +106 annual burden hours): (a) the annual number of responses due to the Registration Grace Period Order has increased by +528, from 1,218,242 to 1,218,770 responses; Total Program Change in Responses: +528 (b) the total annual burden hours due to the Registration Grace Period Order has increased by +106, from 653,820 to 653,926 annual burden hours; and Total Program Change in Annual Burden Hours: +106 The Commission has re-estimated the remaining burdens to reflect any changes that may have occurred since the last time this collection was reviewed and approved by OMB. In addition, the Commission is correcting the estimates for certain respondents, responses, and burden hours that had been miscalculated as annual rather than annualized over the statement period in the previous submission. Specifically, in the previous submission, we calculated annual burdens for the IP CTS Program Management Order’s User Registration Database requirement, subsections (i) through (iii), which should have been calculated on an annualized basis. The Commission makes the following adjustments: (a) the Commission’s estimate for the number of respondents has decreased by -185,998 annual number of respondents, from 372,010 to 186,012 annual number of respondents; (b) the Commission’s estimate for the number of responses has decreased by -545,951 annual number of responses, from 1,218,770 to 672,819 annual number of responses; (c) the Commission’s estimate for the total annual burden hours has decreased by -314,251 annual burden hours, from 653,926 to 339,675 annual burden hours. (d) the Commission’s estimate for the total annual cost has increased +$16,000, from $56,000 to $72,000.
