Abstract:
After a flood loss, claims forms are used by NFIP Direct policyholders to provide information needed to investigate, document, evaluate, and adjudicate claims against FEMA policies for flood damage to insured property or determine eligibility and settlement for benefits under Coverage D, Increased Cost of Compliance coverage. After a federally-declared disaster, FEMA inspectors use household inspection instruments to verify applicant information and document damage to determine award eligibility.

Short Statement:
On March 22, 2022, the Department of Homeland Security’s (DHS) announced the implementation of the Paperwork Reduction Act (PRA) Burden Reduction Initiative through a memorandum to DHS Component and Office Heads. CIO Hysen announced this Initiative in response to Executive Order (EO) 14058, Transforming Federal Customer Experience and Service Delivery to Rebuild Trust in Government, issued by the President on December 13, 2021. DHS announced that its overall goal was to reduce the burden hours placed on the public in response to requests to collect information by 10% in the next year, which was 20-million hours for DHS as a whole and 2,682,279 hours for FEMA. In compliance with this initiative, FEMA reviewed and assessed the NFIP Direct claim forms and housing inspection instruments in this collection to determine if all were still necessary to fulfill FEMA’s missions, and if there were any opportunities for consolidation, improvement, or other methods of burden reduction. For this submission, FEMA identified two NFIP Direct claim forms in which necessary data could be combined or collected in other forms or systems, thereby eliminating the need for those forms, and reducing duplicative information collection. Accordingly, FEMA proposes to remove the following two forms from this collection: (1) FEMA Form FF-206-FY-21-113 (formerly 086-0-23) Advance Payment Request - Building & Contents, and (2) FEMA Form FF-206-FY-21-114 (formerly 086-0-24) Advance Payment Request - Increased Cost of Compliance (ICC). The NFIP Claims Appeal is outdated and a duplicate version of FF-206-FY-21-115 (formerly 086-0-25) that FEMA should have removed in an earlier revision and is making that correction now. These revisions yield a decrease of -6,928 (-3,431 + -3,497) annual burden hours. This adjustment (decrease) reflects a decrease in estimated NFIP Direct claims volume (and number of respondents) and the discontinuation of information collection in the two Claim Forms where all necessary data collected is incorporated into other forms. Due to the removal of three forms, a projected decrease in NFIP Direct claim volume and update the average hourly wages, these revisions yield a net decrease of -$204,635 (-$147,019 + -$57,616) in total annual respondent costs.
