Abstract:
Under 49 CFR part 215, railroads are required to inspect freight cars placed in service and take remedial action when defects are identified. Additionally, the regulation requires that all freight cars be stenciled or otherwise display reporting marks, car numbers, and built date. The information is used by railroads, their employees, and FRA for identification purposes. This information collection is mandatory, submitted as needed, and there is a requirement for recordkeeping.

The current OMB inventory for this information collection shows a total burden of 38,250 hours and 300,000 responses, while the requesting inventory estimates a total burden of 38,000 hours and 285,000 responses. Overall, the burden for this submission has decreased by 250 hours and decreased by 15,000 responses. There is no change in the method of the collection. The decrease in burden hours is solely the result of adjustments. For instance, under ยง 215.11, the burden hours decreased by 250 hours. The decreased burden reflects the reduction in number of mechanical employees in the railroad industry.
