Abstract:
This information collection (IC) request is for a three-year extension with a revision to a currently approved information collection under OMB control number 2132-0576. This revision includes a decrease in the respondent universe as a result of updated data provided by eligible recipients in the annual National Transit Database. The respondent universe decreased from 1,885 in 2020 to 1,035 in this 2023 current information collection request (ICR). Therefore, there was a corresponding decrease in total burden hours. The other change associated with this ICR, is a change in the information collection name. During the 2022 annual update of the federal Assistance Listings FTA requested and received approval from OMB to change the grant program name of the FTA bus program to reflect the eligibility of transit providers to purchase or lease zero-emission and low-emission transit buses as well as the acquisition, construction, and leasing of required supporting facilities. This updated title, allows eligible recipients to easily search for federal funding opportunities associated with zero-emission and low-emission buses. Therefore, this IC submittal also reflects a change in the name of the information collection to Buses and Bus Facilities Formula, Competitive, and Low or No Emissions Programs to ensure consistency across the federal-wide reporting purposes. The response to the collection is required to obtain or retain a benefit, as the information is required to obtain federal funding assistance that help States and designated recipients to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Eligible recipients include designated recipients that operate fixed route bus service or that allocate funding to fixed route bus operators; state or local governmental entities; and federally recognized Indian tribes that operate fixed route bus service that are eligible to receive direct grants under 5307 and 5311. Eligible transportation providers must apply to receive federal funds and then provide milestone and financial reports as necessary to ensure the proper and timely expenditure of federal funds within the scope of the approved project.
