The agency modified the supporting statement to provide great clarity regarding the use of this information collection. The agency is instructed that when using this data for public or Congressional reports, it should acknowledge certain limitations to this dataset. These include: (1) the inability for respondents to record non-responses or refused response data and a lack of clarity as to how these data-points are reported to HUD; (2) potentially varied collection methods, including both self-identification and proxy reporting; (3) that entities do not report multiracial categories that are below 1% of all respondents, which may inadvertently bias the aggregate reporting of the racial and/or ethnic identity of individuals served by HUD grantees. The agency should consult internally to identify other sources of reporting bias that should also be included in this disclaimer. No later than the next triannual renewal process or the next substantive revision in response to prospective updates to OMB's Statistical Policy Directive 15, the agency will undertake further revisions of this form to achieve the following: (1) Allow for the reporting of non-response or refused response data; (2) Provide more standardized direction to entities on the use of self-identification and/or proxy reporting of race and ethnicity information; (3) using an alternative to Word processing software to collect this information, such as through the use of spreadsheet software or an alternative platform that is more commonly used for data storage and tabulation; (4) accommodating multi-racial reporting categories below 1%. The agency will also evaluate developing a model form that respondent entities can use when collecting this information from their service populations.
