Abstract:
Rule 15c3-1 was adopted in 1971 to ensure that brokers and dealers maintain sufficient liquid assets in excess of liabilities to promptly satisfy the claims of customers in the event the broker or dealer fails.

The estimated hour burden decreased from 76,981 hours per year to 70,137 hours per year and the estimated cost burden decreased from $299,000 per year to $135,167 per year primarily because of a decrease in the number of participants affected by the rule.
