Abstract:
The purpose of this standard and its information collection requirements is to provide protection for workers from the adverse effects associated with occupational exposure to the carcinogen lead. Employers must monitor exposure to lead, provide medical surveillance, train employees about the hazards of lead, and establish and maintain accurate records of worker exposure to lead. These records are used by employers, workers, physicians, and the Government to ensure that workers are not being harmed by exposure to lead.

Short Statement:
The agency is requesting a burden hour adjustment increase of 62,836 hours (from 1,071,602 hours to 1,134,438 hours). The adjustment is due to an overall increase in the number of covered employers (from 53,469 to 56,906) and an increase in the number of exposed workers (from 327,819 to 346,894), based on updated data. The primary factor contributing to the burden hour increase is the applied annual job turnover rate, resulting in a higher number of estimated new employees across the whole industry profile. Due to the decrease in the estimated initial exposure monitoring, initial medical examinations, as well as decreased costs to perform biological monitoring and medical examinations under the standard, there is a decrease in total operation and maintenance costs of $21,775,260 (from $166,855,380 to $145,080,120).
