Abstract:
The Corps of Engineers uses ENG Forms 3925, 3925B, 3925C, and 3925P as the basic instruments to collect waterborne commerce statistics. These dta, collected from vessel opeating companies, constitute the sole source for domestic vessel movements to freight and passengers on U.S. navigable waterways and harbors; are essential to plans for maintaining U.S. navigable waterways; and are critical to enforcing the "Harbor Maintenance Tax" authorized under Section 1402 of PL 99-662.

Short Statement:
The respondent burden estimates have changed significantly due to a reassessment of the real burden impact of the forms. The burden imposed by the forms has not changed due to any changes to the forms themselves. We believe the previous estimate for ENG Form 3926 was a misinterpretation – that the estimated number of responses may have mistakenly been shown as the number of respondents, resulting in a total respondent burden estimate that was far too high. The ENG Form 3926 now has an estimated 1,200 annual responses, reflecting both a correction to the previous request’s mistake as well as a general decrease in the number of reports received. We are estimating a significant decrease in the number of respondents to the ENG 3925 series of forms due to industry consolidation. However, response time is being estimated higher due to a reassessment of the time it takes to gather the information required to complete the form, as well as to reflect that each respondents has more information to report due to the industry consolidation.
