Short Statement: On December 23, 2022, the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (Public Law 117-263) became law and expanded the range of shipowners that can use the CCF program. MARAD has received numerous inquiries about the expansion and anticipates a near-doubling of participation in the program from shipowners who were previously ineligible for the program. The addition of an estimated 100 new applicants adds significantly to the public burden for this collection. During this renewal the total responses and responses increased from 143 to 243, for a difference of 100 since the last renewal in 2020. Consequently, the total burden hours have also risen from 1,931 to 3,281 since the last renewal, for a difference of 1,350 hours.
