Short Statement: There are no program changes. The estimated annual hours of burden has slightly decreased from 3,069,314 estimated hours in 2020 to 2,764,837 estimated hours in 2023. This slight decrease is largely attributable to our estimate that there are fewer retailers and manufacturers now subject to warranty requirements. The associated labor burden figure decreased for the same reason from $70,594,222 in 2020 to $67,738,531 in 2023, although this was partially offset by a slight increase in the hourly rates for clerks and sales associates.
