Short Statement: The reason why this is a revision package is due to a slight increase in the burden hours, members of the current cohort was queried during the development of the supporting statement estimated burden hours was re-calculated at 2 hours (compared to 1.66 hours in the previous package) (see section 8B for more details). Please note the instruments for both ICs are identical, they are entered twice because some respondents are state/tribal governments and some are private (non-profit, for-profit). In past years, the only population was private entities (non-profit) organizations, so the burden hours were not split in past years.
