Terms of Clearance: First TOC met June 2023 (submit a non-substantive change request to OMB to upload to ROCIS the final version of its cognitive testing within 60 days). Still pending; a) submit a further non-substantive change request to OMB upon the completion of its nonresponse bias analysis on the 2020 data, requesting approval for any changes in its data dissemination policy; and b) continue to work with the jurisdictions to ensure that incentives are based on empirical analysis of reduction in non-response bias and as consistent as possible across jurisdictions to avoid creating the expectation that federal surveys typically provide incentives for participation.

Abstract: The Pregnancy Risk Assessment Monitoring System (PRAMS) collects state-, territory-, and tribal-specific information on maternal experiences and behaviors that occur before, during and shortly after pregnancy. Self-reported survey data are collected by mixed mode methods (mailing, web, telephone calls). Data collection procedures and instruments are standardized to allow comparison across jurisdictions. Data are used to inform maternal and infant health programs and policy to reduce maternal and infant morbidity and mortality. Data is used to monitor prevalence of behaviors and progress toward various targets (e.g., Healthy People 2020, Title V performance indicators, Healthy Start evaluation). This Revision includes 2 supplemental modules related to COVID-19: a 15-question supplement on COVID-19 related experiences and a 6-question supplement on experiences related to COVID-19 vaccination during pregnancy. These modules were initially approved for cognitive testing and data collection under the COVID-19 Public Health Emergency (PHE) Paperwork Reduction Act (PRA) waiver. With the anticipated end of the public health emergency declaration, CDC requests approval for continued data collection for 2022 births, incorporating the items needed for continued monitoring of COVID-19 vaccination and experiences, and expanded use of a web-based mode of data collection. In May 2023 CDC processed a Change Request to fulfill Terms of Clearance assigned in March 2023.

Short Statement: CDC will continue to use the approved Phase 8 questionnaires until April 2023, when the Phase 9 questionnaires will be implemented with changes in content that are described in an attachment to the ICR. Five states are currently implementing a web-based mode of data collection which will be made available as an option for all states in Phase 9. CDC has added a new IC to account for the burden to states of preparing and submitting an aggregate data file. There are minor changes to the estimated number of respondents for the core PRAMS survey, an expected increase in the use of supplemental modules, and updated estimates for field testing. Additional information collection needed to monitor COVID-19 vaccination and experiences was formally incorporated in 2022 and will continue. The net result is a modest decrease in total estimated annualized burden of 2,373 hours. In addition, note that the change in the total cost burden appears to be very large. However, the change in total cost burden is associated with the change in accounting method. In the past, CDC reported the cost burden for each IC as the wage-equivalents that appear in Section 12.B of the supporting statement. Consistent with the rest of HHS, CDC is now reporting the total from Section 13 in the "burden cost" field for each IC. Section 13 covers nonwage costs (e.g., equipment). As such, costs associated with these ICs are now "zero."
