Abstract:
This information collection request (ICR) is to revise the ECR Application and Vetting System (ECR EAVS) software by removing several questions from the online application to reduce participant burden and to increase the burden hours to account for the increase in the number of applications to the program over the last three years. This revision is seeking another three years of data collection via the ECR EAVS software.

Short Statement:
Minor adjustments have been made in the ECR program requirements (e.g., required number of years as independent researcher) and to the EAVS application that correspond to these changes. Changes to EAVS also include the removal of sensitive questions that capture applicants’ socio-demographic characteristics. A requirement for participation in the ECR program is having submitted an NIH grant application. All NIH contact principal investigators must complete an eRA Commons profile (0925-0001 Expiration Date: January 2026), which now includes these optional sensitive socio-demographic questions. CSR has access to the socio-demographic data collected through the Commons profile, making it unnecessary to collect the same information through EAVS. Lastly, adjustments an increase to the burden hours from 505 hours to 555 hours is due to the slight increase in the number of ECR applications (1,212 to 1,332) received since the last approval period—the ECR now receives approximately 10% more applications per month (i.e., 111 vs. 101).
