Terms of Clearance: Terms of the previous clearance remain in effect. Although the generic Information Collection Requests (ICRs) allows for the nonsubstantive change request to be used for changes to existing approved information collection tools, it is not always the most appropriate mechanism if changes are substantial or sensitive in nature. Prior to future submissions, ACF should discuss with OIRA in advance of submitting nonsubstantive change requests to decide if it is an appropriate mechanism or if a revision of the ICR with a 60 and 30 day comment period is more appropriate.

Short Statement: This is a request for an extension to a previously approved collection. Adjustments to burden estimates reflect changes in the currently approved and ongoing GenICs, updates to estimated average number of responses and burden hours per response (based on feedback, experiences to date, and projections for upcoming years) and the broadened scope to include non-discretionary grants. See A12, subsection Previously Approved and Ongoing Information Collections for additional information.
