Abstract:
This request pertains the collection of performance data for the discretionary grants authorized under chapter 20 of title 38 of the United States Code. The collection of information is necessary for the proper oversight of discretionary grant funds administered by the Department of Labor’s Veterans’ Employment and Training Service (VETS) as required by law and regulation. These discretionary grants fund over 160 homeless veterans’ reintegration projects that serve nearly 17,000 veterans experiencing homelessness, veterans at-risk of homelessness, and incarcerated veterans annually. The discretionary grant funds are also used to fund over 30 Stand Down events annually.
Emergency Justfication:
VETS cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is likely to prevent or disrupt the collection of information (1320.13(a)(2)(iii)). This revision to the information collection, specifically the VETS-701 Technical Performance Report (TPR) form, is required to address the new reporting requirements cited in the Consolidated Appropriations Act, 2023 (P.L. 117-328), which amended 38 U.S.C. § 2021, in part, by expressly requiring grant recipients to collect participants' period of military service, employment history, and housing status. Responses are collected when participants enroll in the program, which will begin with the start of the program year on July 1, 2023. VETS has an urgent need to avoid disruption of the collection of this information to ensure all veterans served by HVRP grant recipients are represented in the program year 2023 report.

The proposed changes have increased the collection’s annual burden by 174 hours, from 11,006 to 11,180. Specifically, the total burden hours for the VETS-701 TPR increased by 174 hours from 7,404 hours to 7,578 hours. There is no change to the number of respondents or the annual number of responses per respondent.
