Approved with the following terms of clearance: OIRA requests a briefing within 6 months (before August 2024) from USCIS with respect to the collection of gender data (e.g., "male, female, another gender identity") on forms. OIRA requests to better understand the practical utilitty of collecting gender in general, especially in the context of applications; any specific use cases where it is statutorily required to collect; how this data is used (if at all) to inform or evaluate program or policy decisions; and if required or useful, any plans to ask gender questions consistently across forms. OIRA concurs with commenters that the wet ink signature requirement on this form is particularly burdensome. OIRA has approved this form for 18 months, but will not approve it with a wet-ink signature again unless USCIS can produce a statutory or other compelling reason why the signature must be wet-ink despite several Federal statutes and guidelines indicating that electronic signatures are just as legally valid.
