Short Statement:
The renewal information collection package submitted in 2023 contained increased burden hour estimate from that reflected in the current Office of Management and Budget inventory. The increase in the number of burden hours estimated for the 2023 package reflected the increase in funding provided to the Department; the resulting increase in the number of respondents; an increase in the number of information requirements for applications and awards; and the resulting increase to average response times. However, on 7/17/25, OMB approved an RCF for the Energy Department to use two Common Forms under OMB number 3145-0279. The Biosketch/Resume information and Current and Pending Support information was previously collected as part of the application narrative and as part of the award administration, but DOE did not prescribe a specific form. The burden hour estimates for the application narrative and award administration were therefore adjusted down to account for DOE’s use of the Common Forms to collect this information. Further, starting in December 2025, DOE anticipates collecting a current and pending support addendum for a subset of applicants and awardees. Despite this, the burden adjustment between the use of Common Forms and addition of the Addendum is still a net reduction from 2023 to 2025.
