Terms of Clearance:
The agency is requested to provide an update to OMB's questions from 10/05/2023. Prior to resubmission, the agency will revise the Supporting Statement A to indicate the status of the Annual Contributions Contract (HUD-53012) IC similar to how provided an explanation as to where HUD-52190 and HUD-52840-A were being relocated. If HUD is fully discontinuing the use of HUD-53012, it should explain in Question 15 why it is no longer using the IC and how it is collecting the information previously collected on HUD-53012, or why it no longer needs to collect this information.

Abstract:
HUD requires all public housing agencies (PHAs) to execute an Annual Contributions Contract (ACC) for each project and to execute amendments to the ACC for certain funding such as Capital Funding. HUD requires PHAs to have a valid Declaration of Trust (DOT) recorded against all public housing property. HUD requires PHAs to provide certain submissions when they propose to take certain voluntary actions that change their public housing inventory, such as disposition, demolition, voluntary conversion, required conversion, home ownership, or eminent domain proceedings. HUD requires PHAs to provide certain submissions when their inventory removal actions will remove all public housing units in their inventories. HUD requires PHAs to provide certain submissions regarding deposits and treatment of 1937 Act funds.

Short Statement:
The number of estimated removal applications that PHAs are submitting under Sections 18, 22, 33, and 32 of the 1937 Act, as well as submissions of the Notification of Future development forms, is based on recent submission history. The number of future applications submissions is expected to remain somewhat constant, but may depend on the expansion of RAD and other resources available to PHAs to recapitalize (rather than remove) their public housing inventories.
