Abstract:
This is a new information collection in support of the Final rule, "Child Nutrition Program Integrity" (RIN 0584-AE08). The final rule codifies changes based on amendments to the Richard B. Russell National School Lunch Act (NSLA) and aims to strengthen program integrity across the Child Nutrition Programs.

Short Statement:
This new information collection (assigned OMB Control Number 0584-0610 at the time of the proposed rule) is requested in support of the final rule, "Child Nutrition Program Integrity" (RIN 0584-AE08). FNS estimates that this new collection will have 46,997 respondents, 225,205 responses, and 190,924 burden hours. Once OMB has approved the information collection package for this final rule and the information collection submissions for the impacted existing collections have been completed, FNS plans to merge the information collection requirements and associated burden into the impacted existing collections for OMB Control Numbers 0584-0006, 0584-0280, and 0584-0055. OMB Control Number 0584-0006 is currently approved with 9,808,454 burden hours and 47,631,996 responses. FNS estimates that this final rule will decrease the burden by 14,734 hours, to 9,793,720 hours, but it will increase the responses by 21,666 responses, to 47,653,662 responses. OMB Control Number 0584-0280 is currently approved with 462,699 burden hours and 391,795 responses. FNS estimates that the final rule will increase the burden hours by 81 hours, to 462,780 hours and will increase the responses by 63 responses, to 391,858 responses. OMB Control Number 0584-0055 is currently approved with 4,213,211 burden hour, 16,213,093 responses, and 0 annualized costs. FNS estimates that this final rule will increase the burden hours by 22,191 hours, to 4,235,402 hours and will increase the responses by 115,171 responses, to 16,328,264 responses. In addition, FNS estimates that this final rule will add system upgrade and annual maintenance costs related to some of the rule provisions, given the wide variation in MIS development and maintenance costs across State agencies in CACFP. FNS estimates that $2,856,000 in combined system upgrade and annual maintenance costs will be added to the burden for OMB Control Number 0584-0055 as a result of this rule.
