Terms of Clearance: The agency is reminded that burden changes stemming from previous changes to a collection or new estimates from usability testing should be considered estimate changes. The Information Collection Budget will not consider these burden estimate changes as burden reduction. In the future, the agency should submit non-substantive change requests for only burden estimates changes that are not driven by form or collection changes.

Short Statement: There will be a decrease in the hours of the After Action Report/Improvement Plans / FEMA Form FF-008-FY-21-102 (formerly 091-0-1) collection due to a decrease in the number of reports estimated to be submitted from state, local, and Tribal governments. This reflects actual data collection for several years, compared to an overestimation previously submitted. While there will still be a collection of the After Action Report/Improvement Plans / FEMA Form FF-008-FY-21-102 (formerly 091-0-1) from state, local, Tribal, and territorial governments, the collection of AAR/IP (FEMA Form FF-008-FY-21-102 (formerly FEMA Form 091-0-1)) from the Federal Government is removed from the hour estimation as collection from the Federal Government do not apply here. After conducting usability testing there is an 8,750 burden hour reduction on the OMB inventory. There will be a reduction in the annual cost burden of $700,047 due to a decrease in the number of the number of respondents and the number of responses per respondent. There was also a change in the average hourly wage rate.
