Abstract:
This request is to apply a simple change (83C) to the currently approved Individual Application for the information collection 1845-0163 to incorporate the instruction correction to the form. The form attached illustrates the changes we would like to make in the “Other” section of the Individual Application on pages 16 and 17. No other forms are affected by this correction. These edits are to make the "Other" section consistent with the questions in the other misrepresentation sections and are based on feedback received from advocacy groups during the 30 day notice and comment period. These changes were already made in six sections of the Individual Application but were overlooked in the corresponding text in the “Other” section when the forms were submitted during the full information clearance process which was approved June 30, 2023.

Short Statement:
This request is for a revised information collection following the 60-day public comment period. This reflects the requirements of the final regulations offered through program change. The burden estimated for this information collection have changed based on public comment. The new burden is 900,000 hours based on estimated 3 hours for 300,000 individual requests, and 75,000 hours based on an estimated 1 hour for individual reconsideration. In addition, based on public comment there is the addition of 14,500 hours for group filings and requests for reconsideration (15 private entities with an estimated 8,300 hour and 10 public entities with an estimated 6,200) and .167 (10 minutes) for 3,200 institutions. This is a total of 303,200 respondents representing an increase of 207,225 respondents, 378,230 responses representing an increase of 282,230 responses and 990,034 representing an increase of 942,034 burden hours.
