Terms of Clearance:
No later than one year prior to resubmission to OMB, the agency will engage with OMB to conduct revisions to this supporting statement. In conducting these revisions the agency will ensure that the following considerations are addressed: (1) The agency will amend Question 2 of Supporting Statement A to explain in detail the specific fields the scorecard collects and the programmatic, regulatory, or statutory rationale for collecting this information. The agency is advised that it does not need to provide a specific rationale for every data element but should provide rationale that can be used to adequately justify any given data point. (2) The agency will amend Question 2 of Supporting Statement A to explain, in a general sense, its understanding of how respondents (mortgagees) collect this information from the end users (recognizing that each respondent likely has some business processes that are unique to their circumstances). (3) The agency will amend Question 12 to account for the time burden a respondent incurs entering in the data of individual mortgage recipients which is used to aggregate into the annual submissions to the TOTAL Mortgage Scorecard. (4) The agency will amend Question 13 to estiamte any capital or operating costs associated with the Information Technology systems a respondent must maintain to aggregate and transmit information onwards to the agency. (5) The agency will revise Question 3 to further discuss the mechanisms through which information is electronically submitted to the agency and is encouraged to provide an example instrument showing the types of systems used by respondents to aggregate and transmit information to the agency.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
