In accordance with 44 USC 3507(j)(2) as amended and 5 CFR 1320.13, this information collection is approved as an emergency clearance to meet P.L. 117-169 requirements. Abstract:
The Federal Permitting Improvement Steering Council will be providing funding to Tribal governments that meet the requirements outlined in the ERIF Tribal Assistance Program application instructions. The ICR is for the information we plan to request as part of this program. The ICR requests that Tribal governments identify contact information for the Tribe's request, the amount of funding requested, what will be accomplished with the funding (both activities and results) and which FAST-41 projects the Tribe is consulting on or engaged in.
Emergency Justfication:
$350 million was provided to FPISC's Environmental Review Improvement Fund (ERIF) via the Inflation Reduction Act. The IIJA amended FPISC's authorizing statute to allow for the transfer of ERIF funds to Tribal governments to facilitate timely and efficient envrionmental reviews of FAST-41 projects. IRA and IIJA funded activities and support to Tribal governments to facilitate environmental review of large infrastructure projects are priorities of the Administration. Many of the FAST-41 projects are large-scale infrastructure projects moving through the envionmental review process and Tribes lack the capacity to meaningful engage.
