Prior terms of clearance follow: Upon renewal of this collection, OMB requests that EPA submit the following as supplemental documents: the regulatory text that includes the ICR; the regulatory text that includes the submission instructions; and screen shots of the electronic portal where the reporting requirements will be submitted online to EPA. Please also port over all of the tables and text, which were very well presented in the current format, into the standard 18 question SS-A upon renewal. All renewals should be using the standard 18 question SS-A format in three years.

Abstract:
This ICR is for activities related to the implementation of the EPAs regional haze rule, for the time period between September 30, 2023, and September 30, 2026, and renews the previous ICR. The regional haze rule codified at 40 CFR parts 308 and 309, as authorized by sections 169A and 169B of the Clean Air Act, requires states to develop implementation plans to protect visibility in 156 federally protected Class I areas. Tribes may choose to develop implementation plans. For this time period, all 50 states, the District of Columbia, and the U.S. Virgin Islands will be developing and submitting periodic progress reports. Further, 14 states/territories will be developing and submitting periodic comprehensive implementation plan revisions to comply with the regulations.

Short Statement:
The burden estimates for this ICR reflect the requirements of the final Regional Haze Rule with respect to the scheduled events and activities in the implementation process. The last collection request anticipated the program consisting of submission and review of 52 SIP revisions and 0 progress reports. The change in burden reflects changes in the activities conducted due to the normal progression of the program. In this 3-year period, there are 52 progress reports expected, while no early analysis is expected. EPA also expects 14 SIP revisions due to the second implementation period due date of July 31, 2021 (from 13 states and the U.S. Virgin Islands).
