Abstract:
This information collection is entitled Discretionary Grants for the Safe Streets and Roads for All (SS4A) Program. The U.S. Department of Transportation’s (USDOT) Office of the Secretary of Transportation (OST), in close collaboration with the Federal Highway Administration (FHWA), provides financial assistance to a political subdivision of a State, a Federally recognized Tribal government, a metropolitan planning organization (MPO), or a multi jurisdictional group of entities described above through the Safe Streets and Roads for All Grant Program. * Responding to the collection is voluntary and is required to obtain or retain a benefit. * Responders are MPOs, political subdivisions of a State, Federally recognized Tribal agencies, and multi jurisdictional groups comprised of these entities. * The collection includes a grant application, grant agreement, project management, and project evaluation phase. It has a reporting requirement. * The information is collected as needed. * The collection of information is necessary to receive applications for grant funds, monitor project financial conditions and project progress, evaluate the effectiveness of grant-funded projects, and share best practices, pursuant to the Department’s Safe Streets and Roads for All discretionary grant program. Additional information relevant to the application is detailed in the Notice of Funding Opportunity (NOFO), and reporting requirements are agreed to by grant recipients during the grant agreement execution process. * The information will be received by the Department, including OST and FHWA. * The purpose of the collection is to receive information relevant to evaluating applications to the Safe Streets and Roads for All Grant Program, per the NOFO, and reporting requirements agreed to by recipients of the grants. * Revision for FY23 and beyond: Please note that in the FY23 NOFO, DOT renamed “Action Plan” grants “Planning and Demonstration” grants, to emphasize the broader range of eligible planning activities. However, the application process has not changed substantively from the previously-approved FY22 process. SS4A applications must include the answers to Key Information Questions, submitted through the USDOT’s automated proposal website. These question lists were approved in the FY22 emergency approval. After registering in the system, the applicant will be prompted to answer the questions on the website.
