The agency is reminded that burden changes stemming from previous changes to a collection or new estimates from usability testing are considered estimate changes, not discretionary changes. The Information Collection Budget will not consider these burden estimate changes as burden reduction. In the future, the agency should consider submitting non-substantive change requests for only burden estimates changes that are not driven by form or collection changes.

Abstract:
Through the use of a Community Assistance Contact (CAC) or Community Assistance Visit (CAV), FEMA can make a comprehensive assessment of a community's floodplain management program. Through this assessment, FEMA can assist the community to understand the NFIP's requirements, and implement effective flood loss reductions measures. Communities can achieve cost savings through flood mitigation actions by way of insurance premium discounts and reduced property damage.

Short Statement:
We have re-evaluated the burden hours using the CAP-SSE contract to reflect the average burden more accurately per response and include all aspects of collecting the information (rather than just filling out the forms). While this is a large increase in the recognized burden for this collection, it is also the most accurate burden estimate that FEMA has produced for this collection. The increase in cost is due to the increase in burden hours discussed above. We have also re-evaluated the burden costs by choosing a more accurate wage description of the local community official. There have been no changes in the information being collected.
