Terms of Clearance:
Noting the inconsistencies in the number of and which languages into which the different Consumer Assessment of Healthcare Providers and Systems (CAHPS) surveys are translated. To ensure CMS is assessing patients’ and their families’ experiences in a culturally competent and linguistically appropriate manner, prior to the re-submission of this IC, the agency will assess the translation needs across the population and consistently translate all CAHPS surveys as appropriate. We request that CMS considers additional languages for translation for the mail version including both Traditional and Simplified Chinese (rather than one Chinese), Korean, and French as well as additional languages for the telephone and IVR modes. This request is supported by the principles and priorities set forth in the memorandum titled “Improving Access to Public Benefits Programs Through the Paperwork Reduction Act” (April 13, 2022), the Executive Order 13985 on “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government” (January 20, 2021), Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency" (August, 11, 2000) and the culturally and linguistically appropriate services (CLAS) standards.

Abstract:
The intent of the HCAHPS initiative is to provide a standardized survey instrument and data collection methodology for measuring patients' perspectives on hospital care. While many hospitals collect information on patient satisfaction, there is no national standard for collecting or publicly reporting this information that would enable valid comparisons to be made across all hospitals.

The amount of time needed to complete the HCAHPS Survey has not changed, but the number of respondents has decreased and the number of hospitals has decreased to about 4,450 since the previous PRA approval in 2021, resulting in a lower annual hour burden.
